Washington DC Mayor Bowser Pushes to Legalize Poker, Blackjack and Commercial Bingo

(Washigton).- Mayor Muriel Bowser is making a bold push to legalize poker, blackjack, and commercial bingo in Washington, D.C., aiming to boost the city’s economy and attract tourism amid economic uncertainty.

Councilmember Kenyan McDuffie, chair of the Committee on Business and Economic Development, has emerged as a key supporter of the initiative.
New Gaming Legislation for D.C.
The proposal, introduced as the Poker and Blackjack Gaming Authorization Act of 2025 (Council Bill B26-0379), would allow regulated poker and blackjack tournaments in bars, hotels, and other licensed venues for adults 18 and older. The bill also includes provisions to expand commercial bingo operations.
Key Highlights of the Proposal:
Operators pay a $5,000 application fee for a two-year license, plus $2,000 per location.
A 25% tax would apply to gross gaming revenue from poker and blackjack.
Commercial bingo would face a lower 7.5% tax and a simplified licensing process.
Bowser’s FY 2026 budget proposes $497,000 for four new positions in the Office of Lottery and Gaming to oversee card gaming and bingo operations.
Mayor Bowser frames the initiative as part of a broader “pro-growth” and “open for business” strategy. Her administration argues the legislation could offset potential federal job cuts, recapture entertainment dollars lost to neighboring Maryland and Virginia, and strengthen the local hospitality sector.
Support from Councilmember McDuffie
Councilmember McDuffie has publicly endorsed the measure and joined the mayor at the bill’s announcement. “This is a clear message that Washington D.C. is investing in its future, promoting inclusive growth, innovation, and economic opportunity,” McDuffie said, emphasizing that the city will continue progressing despite external challenges.
McDuffie previously led the Sports Wagering Amendment Act of 2024, which opened D.C.’s mobile sports betting market to more operators, breaking the city lottery’s former monopoly. His support signals continuity in expanding legal gambling options in the District.
